First Tier Subcontractor/Supplier Shall have a documented and functional quality management system (QMS) in compliance with an internationally recognized system such as ISO 9001:2008, API Q1, or equivalent system. Accreditation is required where specified.
Second Tier Subcontractor/Supplier An on-site second tier subcontractor may operate under the auspices of the first tier subcontractor however sufficient resources must be made available to meet all the requirements of the first tier subcontractor's QMS. For second tier subcontractors operating off-site they must operate under a documented and fully implemented quality system that is in compliance with an internationally recognized quality system. Accreditation is not required unless specified.
Third and below Tier Subcontractor/Supplier An on-site third tier subcontractor may operate under the auspices of the second tier subcontractor however sufficient resources must be made available to meet all the requirements of the second tier subcontractor's QMS. For third tier subcontractors operating off-site they must operate under a documented and fully implemented quality system that is in compliance with an internationally recognized quality system. Accreditation is not required unless specified. The extent of the quality system will depend on the product being supplied. For example, if the product is steel from a steel mill, a fully implemented and independent QMS must be in place. If the product is food supplied to a catering company on site the quality system must meet the requirements of the provincial Food Premises Regulations.
